Republicans Against Abstinence Only
Well, at least when it comes to tobacco.
Rep. Buyer in Indiana took to the House floor to condemn Democratic efforts to regulate out of existence new forms of tobacco products that could potentially be safer than your traditional variety.
While his presentation was crude and he exhibited quite the flair for the dramatic, I happen to agree largely with what this Republican from Indiana said. Yes, ingestion of tobacco will never be good for your health, but you can lessen the risks associated with its consumption. Adults (and even teenagers for that matter) should be treated with respect by the Government and given facts, not hyperbolic fear campaigns. The fact is few who smoke actually end up really quitting (see: POTUS) because, shock, people like nicotine. It feels good, and many people become used to the sensation associated with it. So, if they can get that thing which they crave, without the fear of lung cancer and emphysema, but with a slightly increased risk of oral cancer (a lot less with snus and dissolvable tobacco), than from a numbers perspective, shouldn't the Federal Government be open about that being an option?
Yes, just as abstaining from sex is safer than having it, not ingesting tobacco products is safer than consuming them. But we are a pleasure seeking species and if we were put health above all else we'd be eating a human form of Kibbles and Bits everyday while only drinking water, but that ain't how we roll.
The Democrats should not fall into the same mindset regarding tobacco that Republicans have towards sex. We should be basing our policies on empirical data and not trumped up fears.

Agreed. This tobacco issue is fascinating to me, on policy level and personal level. I see some benefits with tobacco use. I think I am better able to concentrate and focus when on smokeless tobacco.
In general making use of data and good data analysis makes sense of course. If it (analysis) is good it, at the very least, clarifies issues and isolates the tradeoffs involved. There can still be disagreement but the nature of the disagreement is made clear.
For example I have no problem believing that abstinence-only programs don't "work" according to data I've seen. And, when such data comes out, you get silly arguments about the data, how were things measured, who was or wasn't included etc.
Teaching anything about sex, beyond reproductive biology, in a publicly funded school is paternalistic, at best. At worst it is abusive.
Preventing consumers from using safer tobacco products strikes me as paternalistic as well (and bad parenting to boot).
I'd be curious to understand why you object to one (the tobacco case) while you'd endorse the other - say teaching safe sex in high schools. If you'd endorse the other.
My problem is not "paternalism," its illogical policy. If the Federal Government were to ban all tobacco products because of their health risks, than at least it would be consistent (not that I would support it either). Rather, they are in the process of banning "dissolvable" tobacco products which carry far less risk than traditional cigarettes simply because they are new and kids could conceivably like them (considering the vast amount of people who smoke start when they are teens, apparently burning a leaf and ingesting the resultant smoke is plenty appealing enough).
In regards to sex-ed, its not paternalistic to teach about the results associated with unprotected sex. Explaining about STDs and pregnancy and modern technological uses to prevent them is as perfectly valid as teaching kids about how seat belts and airbags work. I think its far more paternalistic to tell kids they need to wait until marriage to fornicate lest their penises fall off and their bellies bulge.
My approach to sex-ed would to teach about the potential difficulties that can result from sex, and give facts and figures about ways to avoid those difficulties, with abstinence being the "safest" choice, but for the 95% of Americans who chose not to wait until marriage, there are other viable alternatives.
My approach to smoking would be similar, in that we should acknowledge that abstinence from tobacco use is probably the healthiest, but if you are going to consume it, there are varying degrees of danger associated with the different products.
Yes, but if someonw really does believe that his penis is going to fall off it sure is a strong deterrent.
Look, I agree that abstinence only is paternalistic. It came about as a reaction not as an original initiative.
I see your position and it is plausible. I think though that there is a distinction between smoking and sex. Smoking, for most people, is no great big deal. Everyone, even users, are against it. My daughter would make silly little comments when I fired up a pipe or used smokeless - crap she picked up in school. No big deal... everyone's against it.
Sex is different, far more powerful and mysterious. Views and attitudes are diverse. No problem with teaching the science behind it, including technology used to avoid pregnancy and disease, but the notion of "sex ed" implies context.
Then when kids come home and make comments regarding sex that are at odds with what their parents believe that is a problem. We want responsible, engaged parents and then do things to undermine them.
Look this is one of many areas that would largely work itself out, at a very local level, if there were more market forces at work in education.
