Revealing Wording

The City Paper did an article on the whole tax debate between Clement and Dean, and the issue of municipal pay raises in the future. They contacted Mark Naccarato, spokesman for the SEIU which represents many Municipal employees, who said, "Clement believes that he’s able to run a tight ship and balance the budget and do the things that he needs to do to run the city without property tax increases." I wonder why he said "Clement believes" instead of "We believe"....perhaps they are seeing this tax pledge for what it is, a gimmick that will be swiftly cast aside as soon as the first "budget crisis" rears its head.
